Workshop on Water and Sanitation
8th & 9th April 2010 at the clubhouse of the Hungarian Red Cross in Balatonlelle, Hungary
This project is co-funded bythe European Union
In any large scale natural disaster or armed conflict the affected population needs to be provided with shelter, water, food and health services. In particular access to safe drinking water, sanitary facilities and hygiene knowledge is crucial to prevent diseases that cause suffering and death. Moreover, water, sanitation and hygiene is not only vital in emergencies, but also the focus of numerous development projects throughout the world.
The Austrian Red Cross in cooperation with the Hungarian Red Cross offers an induction training in water, sanitation (WatSan) and hygiene in the context of international disaster relief and development projects. The two day workshop aims at raising awareness for the prospects, challenges and risks in the WatSan sector. The approx. 25 participants will learn about various aspects of successful and sustainable WatSan interventions. The agenda includes:
- Technical and institutional aspects in WatSan
- Water treatment and quality
- Hygiene promotion and public health
- Emergency response tools
- Social and gender aspects in WatSan
The workshop opens insight into an interesting working field, offers networking possibilities and shall encourage aid agencies to become new or more professional players in the WatSan sector.
The Austrian Red Cross (AutRC) has long experience in water and sanitation in disaster relief, recovery and development cooperation. Water, sanitation and hygiene are core areas of the AutRC’s field activities. The expertise is pooled in the ServiceCenter Water & Sanitation. Its main activities are technical consultancy and capacity building. The workshop facilitators are experienced members of the ServiceCenter Water & Sanitation.
Target participants are employees and volunteers of relief and humanitarian organizations. They should be interested in becoming involved in international Wat-San interventions or simply in raising their understanding of the sector. As the workshop is designed as induction course, no previous WatSan experience is required. Nevertheless the workshop is also eligible for persons with sound knowledge of WatSan who want to refresh or deepen their expertise and learn about new aspects from a different way of consideration.
Participation, accommodation and meals are covered due to funding by the European Commission’s Humanitarian Aid Department (ECHO). Participants need to pay travel cost only.
Application
Please send an email (juerg.graf@redcross.at) to receive the application form or for further information. Deadline for application is 10th March 2010. In case of demand exceeding the available places we reserve the right to make a selection of participants.

IPetitions: Keep your promises to the poor!
CONCORD Denmark has launched the first citizen initiative under the Lisbon Treaty supported by AidWatch: Keep your promises to the poor!
In 2009 the international aid watchdog AidWatch published a report that calls attention to the issue that only six of the 27 member states of the EU are meeting the requirements regarding development aid that was decided in 2005. Italy for instance should have paid more than 7.000 million euros in 2008 but only paid less than half. By this initiative we wish to create a breakthrough in the fight against poverty by forcing the rich countries to take responsibility.
Keep your promises to the poor
EU is the most important donor in the world regarding developing countries. If we want to keep this position we need to meet the requirements that we together have decided. That is why Concord Denmark is launching a huge petition with a goal on 1 mill. signatures. An article in the Lisbon Treaty says that if 1 mill. EU-citizens join in some critical manifestation the European Parliament can introduce a bill. The principle of development aid is supported by 90% of the EU-citizens so that is why we find it of great importance to make this subject heard. We need to change the bad statistics so we can help the poor.
What can you do?
The development aid is very important to the developing countries. You can sign the petition here: http://www.ipetitions.com/petition/promises/
CONCORD Denmark has also a Facebook-fan page that you are welcome to join: http://www.facebook.com/pages/Keep-Your-Promises-to-the-Poor/201229962981
The EU in total has obliged to donate 0,56% of its GNI but in 2008 this amount only reached 0,40%. It only gets worse when scrutinizing the aid because many member states of the EU are inflating their aid by making other projects not related to developing countries count as development aid. In 2008 9% of the sum of development aid was actually debt cancellation which means that the developing country does not pay back money to the donor country, but does not receive any money either for the fight against diseases, hunger, poverty etc. Also costs attached refugees in the EU and student costs are in many occasions placed under the development aid. These two groups composed 6 % of the total development aid in 2008.
We hope that you will disseminate the message on Keep your promises to the poor! and thus get friends, collegues and other organisations involved by giving their signature. We would also appreciate very much if you will link to the petition on your webpage. CONCORD Denmark needs the signatures before 1st of May.

PREVENTING POLITICAL AND ELECTORAL VIOLENCE
9th – 10th of December, 2010 – London, UK
Politics is at the heart of many conflicts. From state failure and collapse to authoritarian regimes and political systems which are unable to represent or meet the needs of all sectors of the community / country, political factors are often driving / causal factors of armed conflicts and violence. Elections themselves are frequently ‘triggers’ – moments of heightened / intensified competition which may lead to increases in violence and possibly spark large-scale conflict. This programme draws upon operational and practical experiences in preventing political and electoral violence, using real case examples and identifying practical policy and operational instruments and options for improving prevention.

REVIEWS FROM THE FIELD
EXPERIENCES OF PAST PARTICIPANTS
The training in Cluj was really the best thing ever! It gave me the opportunity to realize where I really want to go for my professional future. The experience in Cluj gave me a wave of fresh air. Both courses allowed me to think “out-of-thebox” in terms of new approaches to solving conflict. Specially the PCTR training has had a tremendous impact on me in terms of seeing “conflict” from a number of different perspectives, which I previously didn’t think about and if I may say, helps me to deal with “conflict” from a neutral or impartial point of view. The “Designing Peacebuilding Programmes” has enhanced my skills and abilities when designing development programmes. In this regard, as a programme manager, in charge of designing and implementing development projects, the approach used by PATRIR, which I would described as “learning by doing it” has really helped me to apply a different set of tools. I would like to thank you again and congratulate the wonderful team of PATRIR for your kindness and wonderful hospitality. Thanks again for the great experience! The Cluj experience has really exceeded my expectations!
Nicolas Martin
Programme Officer, UNDP Governance Unit, Dakar, Sénégal
For any one who is really intending to make use of practical knowledge that could be professionally reflected in his or her work, they have to seek an opportunity to attend one or two of the high quality trainings of the International Peace and Development Training Centre. I experience daily the feeling that I chose the right place. I have acquired high sensitivity to conflict since the training and found it extremely useful in my day to day activities. Much more importantly, the value is felt greater day after day. My profession is mainly about responding and reporting on violence. This requires that I work closely with other sections, working in advocating violence prevention and disseminating a culture of peace and peacebuilding. As a UN staff, the training was a milestone for my future work in peace building and conflict transformation The organizational level and quality of the training is very high. I alsolike the continual follow up of the impact of the training on the participants work. This is very much appreciated. I admire the full knowledge and experience of the trainers with their subjects.
Anwar GUBARA
Protection Officer, Protection of Civilians, UNMIS Khartoum/HQ
I found the course to be expertly taught and efficiently administered. The content was germane and perfectly designed to be of immediate utility to the practitioner and theorist alike.
Lt. Col. Justin Holt
Stabilisation Unit, UK
I have been working in the field of Peace Building and Conflict Sensitivity for more than two years, but after participating in the Systemic Peacebuilding course in UK I really learned to do Peacebuilding in a systematic way and to improve the quality of the work that I do! Also, the programme gave me an opportunity to learn form other participants what they do and how they work to promote peace in their contexts. During the course through the facilitators and friends, I regained the motivation to work for peace; which I had lost due to the situation in Sri Lanka. I came back to Sri Lanka with Hope! Thank you so much for giving me the opportunity.
Dilshan Annaraj
Programme Coordinator - Peace Building, World Vision – Sri Lanka
IPDTC-Patrir training programs are based on a very comprehensive view on conflict, violence and peace, providing a muchneeded but less-often heard peace perspective on issues that are important to us all. The programs challenge underlying assumptions, stimulate creative thinking about -what seem to be- intractable problems, and offer practical analytical tools. With ample time for sharing personal and professional experiences, I always came away feeling enriched, inspired and up to the task (again)!
Jeannine Suurmond
Kreddha, International Peace Council for States, Peoples and Minorities, The Hague
Clear explanation of programming tools and of major elements relating to the peacebuilding sector. Good group size, with ample opportunities for productive interaction. Enthusiasm and knowledge, particularly from practical experience of the trainers.

Join or support a European coalition of Civil Society Organisations (CSOs) working to improve human rights, promote democracy and the search for peace in COLOMBIA.
Who we are
The International Office for Human Rights - Action on Colombia (OIDHACO) is a network of more than 30 European CSOs (both development and human rights CSOs) dedicated to providing information, doing advocacy and networking at the European Union (EU) and United Nations (Geneva) level. OIDHACO seeks to contribute to the construction and strengthening of democracy, rule of law and peace with social justice in Colombia.
Some of our achievements
Since its creation in 1995, OIDHACO has contributed to putting the human rights situation in Colombia on the agenda of the EU (European Parliament, Commission, Council and Member states). OIDHACO influenced the position of the EU on "Plan Colombia", and succeeded in getting the EU to reaffirm the priority it gives to the search for a negotiated solution in Colombia and to distance itself from any military assistance to this country. OIDHACO has contributed to EU public statements on human rights in Colombia and has led high level public events to raise awareness within the principal EU institutions.
At the UN level, OIDHACO played an important part in the process which led to the creation of a local Office of the UNHCHR in Colombia. More recently, it played an active and acknowledged role in the success of the Universal Periodic Review of Colombia.
What we need
Since the enlargement of the EU, our network has remained limited to the "old member states". This situation restraints our legitimacy and our advocacy capacity since many decisions in the EU Council are taken on a consensus basis, with many of the new member states being reluctant to engage in actions or take positions to further protect human rights and promote democracy in Colombia.
In the medium term we hope to welcome new members or observers from the new member states. We hope these organisations may be able and interested in organising advocacy and awareness raising activities on Colombia.
In the short term, we would appreciate very much any kind of support in terms of organising meetings, inviting Colombian representatives who are travelling to Europe, sending on key messages proposed by OIDHACO to your governments, contacting MEPs from your country, etc.
If you are interested in our work but you think your organisation does not have the capacity at this stage to commit, we can maintain you informed by sending you our newsletter.
What we offer
Ø Expertise on the situation in Colombia and in advocacy work on Colombia at the EU/UN level.
Ø Speakers from OIDHACO or from Colombia if there is an opportunity to raise the issue in a public event in your country.
Ø Tools for advocacy work (briefings notes, policy papers, campaign tools…)
Ø Connection with Colombian and European CSOs networks working on Colombia
Ø A wide range of contacts in the EU institutions and the UN in Geneva, regarding the work on Colombia.
